Thedar is obviously a portmanteu of thomas and ceder, which leads me to believe Thedar is actually from a backwoods area of Canada or possibly even the United States. Barring that, western names have become increasingly popular in Eastern Europe, and troubled former Soviet bloc nations may be home to those weery enough to send children overseas in internet scams. So I say Eastern Europe, assuming Thedar is not from North America.
